SALARY: $40.73 – $49.50 Hourly | $3,258.40 – $3,960.00 Biweekly

DEFINITION:
Under general direction of the Chief Administrator, plans, organizes, and monitors the County budget. Coordinates the flow of funding to and from the County General Fund to ensure fiscal viability of County operations. Performs complex budget and financial analysis, prepares financial forecasts and make recommendations concerning options and courses of actions based upon this information. Makes formal presentations to the Board of Supervisors and other entities. May be designated as the County Risk Manager or assigned to assist the Risk Manager in the administration of the County’s various risk management programs. May also be designated as the County Purchasing Agent or assigned to assist as a deputy purchasing agent.

  • Coordinates activities for the preparation and monitoring of the County budget.
  • Analyzes complex funding streams and stays abreast of legislation, grant requirements, and other information that may affect funding.
  • Prepares budget forecasts and identifies options as to how to maximize funding and services.
  • Makes formal presentations to the Board of Supervisors and other entities so that complicated financial and budget information can be understood clearly.
  • Analyzes programs and policies in order to develop proposals for change.
  • Interprets fiscal policies to county officials and staff as well as members of the public.

Ability to:

  • Manage a complex budget process that requires understanding of state and federal laws and legislation
  • Perform complex financial analysis utilizing appropriate software and other modern business tools
  • Prepare and present financial and budget forecasts, and make recommendations concerning options or courses of action based upon this information
  • Develop concise, informative, descriptive written and oral reports

Education, Experience & Licenses
Any combination of training and experience which would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:

  • Equivalent to completion of the twelfth (12th) grade and graduation from an accredited college or university with a Bachelor’s degree in Accounting, Business Administration, Public Administration or related field
  • Three (3) years of experience in a management or administrative capacity which involved responsibility for budget preparation, preferably in a public agency
  • Other combinations of education and experience may be considered

License and Special Requirements:

  • Requires a valid California driver’s license

Tehama County is currently recruiting for one (1) anticipated vacancy.
In addition, Tehama County is establishing an eligibility list to fill future vacancies for an Administrative Fiscal Manager, as well as subsequent vacancies which occur during the life of the eligibility list.
