There is one (1) position available in the classification of Engineering Project Manager for the City of Crescent City Public Works Department.  This is an open job recruitment.  Applications can be picked up at City Hall or online at www.crescentcity.orgApplications must be submitted by 5:00 p.m. on Thursday,  November 19, 2020.

GENERAL STATEMENT OF DUTIES: Under direct or general supervision, performs basic to routine field and office engineering work, which may include assisting in the management, planning, design, construction and maintenance of City capital improvement projects, City public works infrastructure, and daily departmental operations; confers with developers, contractors and representatives of other agencies regarding facility and infrastructure development; assists in administering professional services and construction contracts; provides complex assistance to the higher-level, professional engineers and department management in areas of expertise; performs a variety of studies and prepares and presents staff reports; and performs related work as required.

ESSENTIAL DUTIES:  Performs engineering work in the planning, cost estimating and materials selection for a wide variety of public works and capital improvement projects;  Prepares and manages contract documents in compliance with public contract bidding procedures;  Interprets applicable program regulations and guidelines;  Ensures adherence to applicable laws, codes, regulations and guidelines applicable to the construction industry;   Prepares requests for proposal/qualifications (RFP’s, RFQ’s);  Assists in the development of long range planning and scheduling of public works and capital improvement projects;  Assists with studies relating to the planning, design, construction and operation of municipal public works facilities; prepares construction plans, contract specifications, and design calculations for a variety of City facilities, and estimates construction costs.   Provides construction administration, public relations, management, and inspection of public works construction projects, including coordinating work with other divisions and City departments, reviewing and inspecting work to ensure conformance with plans and specifications, tracking and maintaining all project accounting, coordinating schedules, and providing public notices of projects.  Assists in administering construction contracts; communicates with contractors, processes payment requests, documents progress of construction, negotiates contract change order, addresses claims, and performs other related duties. Completes grant funding oversight for public works projects; Designs and inspects City engineering projects, including performing research, map and field studies, surveys, drafting site plans with specialized computer software, applying engineering principles and practices to specific problems, coordinating construction schedules with other projects and agencies, preparing and reviewing cost estimates, and inspecting construction of projects to ensure compliance with construction documents. Reviews construction plans prepared by consulting engineers and private contractors to verify compliance with City sidewalk, public utility, and improvement requirements; checks plans for conformance with regulations regarding line, grade, size, elevation and location of structures; reviews engineering calculations of other engineers or engineering technicians; participates in pre-design, construction and utility coordination meetings and issues construction permits. Reviews and prepares maps, deeds, and legal descriptions, including ensuring that maps are current, performing related research duties, resolving discrepancies in map and deed information, and discerning land-use history from conflicting historical records. Investigates field problems affecting property owners, contractors and maintenance operations; responds to citizen inquiries and complaints regarding Public Works operations and projects; provides information to the public at the front counter in person, via telephone, or other means of communication regarding grading, encroachment permits, right-of-way and property line information, utility information, slope stability and groundwater issues, improvement plan check and payment processes.  Attends meetings, conferences, workshops, and training sessions and reviews publications and audio-visual materials to become and remain current on principles, practices, and new developments in assigned work areas.

JOB REQUIREMENTS:  (The following are a representative sample of knowledge, skill and abilities necessary to perform the essential duties of the position.)

Knowledge of:  Basic engineering theories and principles;  Principles, practices, and methods of public works construction as applied to the planning, coordination, and construction of municipal public works projects;  Principles of  contract administration and public bidding procedures; Principles of  public works inspection;  Standards and codes and regulatory processes applicable to municipal public works projects; Municipal public works infrastructure and facilities; Computer applications related to the work, including basic GIS and AutoCAD.

Skill to:  Establish and maintain effective and cooperative working relationships with those contacted in the course of work; Effectively communicate in the English language, both verbally and in writing; Deal successfully with the public, in person and over the telephone.

Ability to:  Organize and prioritize work assignments to meet scheduled timelines; Make accurate engineering computations and drawings; Read blueprints, plans and technical specifications; Review and prepare plans, specifications, cost estimates, and reports; Manage multiple job assignments, from inception through completion; Use appropriate instrumentation for measuring various parameters as associated with job duties;

QUALIFICATIONS: Any combination of education, experience and training which demonstrates the required knowledge and ability to successfully perform the essential job duties.

EDUCATION:  High school diploma or equivalent to 12th grade. Graduation from an accredited four year college with a degree in Engineering, Architecture, Project Management, Public Administration or a related field; or, possession of a valid Engineer-in-Training Certificate issued by the State of California.

EXPERIENCE: Two years of responsible professional project management experience or Municipal Public Works Management Experience.

LICENSE/CERTIFICATION:  Valid Class C Driver’s License with a satisfactory driving record; must maintain driver’s license in compliance with the City Employee driving standards.

Wage and Benefits

Hourly Wage:  $27.51 $33.45/hr

Retirement: PERS 2.5% @ 55 for classic members; 2% @ 62 for new members.   Employee pays 8% PERS member contribution.

Health: The City provides up to $1,540.00/month in a flexible benefit plan to apply towards health benefits, including medical, dental, vision, air ambulance, long-term disability, and life insurance.

Vacation Leave: Vacation is accrued at 4 hours biweekly upon employment and increases with time in service. There is an accumulation limit.

Sick Leave: Sick leave is accrued at 4 hours biweekly with an accumulation limit.

Holidays: 12 paid holidays per year.
