Definition:

Code Compliance Specialist I:
Under general direction, to assist the Code Compliance Specialist II of the Building and Development Services with compliance with sections of the County Code, ordinances and resolutions in such areas of planning, zoning, community nuisance, and related areas, and performs related work as required.

Code Compliance Specialist II:
Under the general supervision of the Planning Director and Building Official, seeks compliance with sections of the County Code, ordinances and resolutions in such areas of planning, cannabis, zoning, community nuisance, property maintenance, housing, signs, and related areas, and performs related work as required.

Examples of Important and Essential Duties

(The following is used as a partial description and is not restrictive as to duties required.)

Code Compliance Specialist I:
Responds to public inquiries regarding permits and/or licenses, explains Trinity County Code requirements and procedures.  Under the guidance of Code Compliance Specialist II, ascertains and gathers facts related to applicable ordinances, codes, laws, rules, and regulations and determines and institutes proper action to be taken.   Responds to and investigates complaints regarding violations of County ordinances; issues notices of violations; stipulates necessary changes for ordinance compliance; takes appropriate action to insure compliance.  Assists in the preparation of reports and recommendations on code compliance matters, and gains voluntary compliance in the field. In conjunction with the Code Compliance Specialist II, coordinates actions with other departments, jurisdictions or regulatory agencies.  Assists in the preparation of case information that may become evidence at appeal hearings and other legal proceedings. Assists in the maintenance of records of applications, inspections, investigations, violations, hearings and related data.  Performs field surveys and inspections related to above functions.  Assists the Building Department Services staff in a variety of duties including researching ordinances and performing a variety of office functions.  Perform related duties and responsibilities as assigned.  Completes special projects as assigned. Communicates effectively and persuasively with the general public, other County employees, management, contractors, developers, government agencies, and public officials in order to explain codes, ordinances, violations, and required corrective action. Explains technical problems and provides options using negotiation skills to resolve code violations.  Deals with angry, insulting, and argumentative people in a calm and rational manner. Deals with a high volume of cases often including stressful situations and a negative atmosphere. On occasion as assigned, serve in the capacity of a Building Inspector II.

Responds to public inquiries regarding permits and/or licenses, explains Trinity County Code requirements and procedures.  Ascertains and gathers facts related to applicable ordinances, codes, laws, rules, and regulations and determines and institutes proper action to be taken.  Responds to and investigates complaints regarding violations of County ordinances; issues notices of violations; stipulates necessary changes for ordinance compliance; takes appropriate action to insure compliance.  Prepares reports and recommendations on code compliance matters, and gains voluntary compliance. Coordinates actions with other departments, jurisdictions or regulatory agencies.  Prepares case information and presents evidence at appeal hearings and other legal proceedings. Explains, interprets, and makes presentations to community groups and businesses.  Maintains records of applications, inspections, investigations, violations, hearings and related data.  Performs field surveys and inspections related to above functions.  Assists the Building Development Services Department staff in a variety of duties including researching and rewriting ordinances and performing a variety of office functions.  Perform related duties and responsibilities as assigned.  Completes special projects as assigned.
Communicates effectively and persuasively with the general public, other County employees, management, contractors, developers, government agencies, and public officials in order to explain codes, ordinances, violations, and required corrective action. Prioritizes own work (i.e., inspections, meetings, court appearances, appointments, etc.) and oversees work of Code Compliance Specialist I.  Learns to analyze property and building conditions to determine if code violations exist.  Resolves procedural problems, code violations, and interpretations by negotiating, reasoning, and using sound rationale for proper decisions. Conducts research and analyzes property ownership, utility records, and court records to contact property owners and resolve code violations and to direct the work schedule of Code Compliance Specialist I.  Comprehends and makes inferences from criminal records, deeds, legal descriptions, quarter-section maps, microfilm, parcel maps, and construction plans in order to conduct investigations and inspections. Understands and interprets construction plans, blueprints, schematic drawings, specifications, layouts, and zoning maps in order to make inspections and conduct investigations.   Coordinates work methods, recommends changes, and participates in implementing those changes with other department members.

Desirable Qualifications

Code Compliance Specialist I:

Knowledge of:
Practices, tools, equipment, and materials used in the general construction trades.  Accepted safety standards and methods of building construction.  Qualities of various construction materials.  Building and related codes and ordinances enforceable by the County.  Principles of mathematics related to the building trades.  Inspection methods and procedures.  County code compliance policies.  Trinity County Zoning Ordinance including, but not limited to, prohibited uses, pool regulations, cannabis policies, fence heights and locations, setbacks, and lot sizes.

Ability to:
Enforce regulations with firmness and tact.  Prepare clear and concise reports.  Establish and maintain cooperative working relationships.  Use initiative and independent judgment to determine if a violation exists and the appropriate follow up action to take place.  Conduct follow-up investigations to ensure that violations are corrected.  Gain voluntary cooperation of the citizen against whom the enforcement action is being taken in order to determine whether a violation has taken place.  Enforce County codes through the use of an appropriate level of explanation and presence of authority in order to gain agreements on compliance deadlines and avoid court action.  Operate a PC to access information in order to conduct research and create and maintain accurate public records.  Read and use County maps, property descriptions, construction plans, and other related plans and drawings to ensure compliance with code requirements.  Work with supervision in prioritizing work by choosing among and scheduling such tasks as the following:  responding promptly to citizen complaints and collecting evidence for compliance.  Issue stop work orders for sign installations and/or construction that does not have the necessary permits or inspections.

Training and Experience:
Any combination of training and experience, which would likely provide the required knowledge and abilities, is qualifying.

A typical way to obtain the required knowledge and abilities would be:
One   (1) year of building inspection experience comparable to that of a Building Inspector II with Trinity County.
OR
Graduation from high school or GED. Any combination of training, education, and experience equivalent to good (2 – 3 years) work experience associated with city planning or zoning enforcement; such as investigating zoning and sign codes, municipal codes, and environmental ordinance violations. Extensive (5+ years) public contact experience in dealing effectively with the general public and business organizations.

Special Requirements:
Possession of, or ability to obtain, an appropriate valid California Driver’s License.
Possession of an International Code Council (ICC) Residential Building Inspector Certification, California Association of Code Enforcement Specialists (CACEO) Code Enforcement Specialist Certification. (May be obtained within 2 years during employment with Trinity County). Experience with a personal computer (PC) is also preferred.

Code Compliance Specialist II:
Knowledge of:

Building and related codes and ordinances enforceable by the County.  Principles of mathematics related to the building trades.  Inspection methods and procedures.  County code compliance policies.  Trinity County Zoning Ordinance including, but not limited to, prohibited uses, pool regulations, cannabis policies, fence heights and locations, landscape requirements, landscape maintenance, setbacks, and lot sizes; Trinity County Public Nuisances, Property Maintenance, and Neighborhood Preservation Ordinance, which defines and prohibits public nuisances, deterioration, and blight.
Ability to:
Enforce regulations with firmness and tact.  Prepare clear and concise reports.  Establish and maintain cooperative working relationships.  Use initiative and independent judgment to determine if a violation exists and the appropriate follow up action to take place.  Conduct follow-up investigations to ensure that violations are corrected.   Gain voluntary cooperation of the citizen against whom the compliance action is being taken in order to determine whether a violation has taken place.  Enforce County codes through the use of an appropriate level of explanation and presence of authority in order to gain agreements on compliance deadlines and avoid court action.
Operate a PC to access information in order to conduct research and create and maintain accurate public records.  Read and use County maps, property descriptions, construction plans, and other related plans and drawings to ensure compliance with code requirements.  Work with a minimum amount of supervision in prioritizing work:  responding promptly to citizen complaints and collecting evidence for compliance.  Issue stop work orders for sign installations and/or construction that does not have the necessary permits or inspections.  Prepare case summaries, initiate requests for criminal complaints when legal action is necessary to obtain code compliance and appear and testify in court as an expert witness on behalf of the County.
Training and Experience:
Any combination of training and experience, which would likely provide the required knowledge and abilities, is qualifying.   A typical way to obtain the required knowledge and abilities would be:
Graduation from high school or GED.
At least two (2) years of responsible experience in any combination of training, education, and experience equivalent to work experience associated with city planning or zoning enforcement; such as investigating zoning, municipal codes, and environmental ordinance violations, at a level equivalent to Code Compliance Specialist I with Trinity County.

Extensive (5+ years) public contact experience in dealing effectively with the general public and business organizations.
Special Requirements:
Possession of, or ability to obtain, an appropriate valid California Driver’s License.

Possession of an International Code Council (ICC) Residential Building Inspector Certificate, California Association of Code Enforcement Officers (CACEO) Code Enforcement Officer Certification.

Supplemental Information

TYPICAL PHYSICAL REQUIREMENTS:
Sit for extended periods; frequently stand and walk; ability to walk in uneven terrain and on slippery surfaces; normal manual dexterity and eye-hand coordination; ability to crawl through various areas requiring movement on hands and knees; ability to climb, stoop, crouch, and kneel; lift and move objects weighing up to 50 lbs.; corrected hearing and vision to normal range; verbal communication; use of office equipment, including computer, telephone, calculator, copiers, and FAX; operate an automobile. Prepares forms, mail, notices and citations for distribution, hand-delivery, and/or mailing to property owners, occupants, mortgage companies, and various County departments.   Meets scheduling and attendance requirements.  

TYPICAL WORKING CONDITIONS:
Work is performed in office, outdoor, and driving environments; some assignments performed alone in remote locations; work is performed in varying temperatures; exposure to dust, chemicals, and gases; exposure to electrical currents; continuous contact with staff and the public.
