Overview

Job Description: Under general direction of the Executive Director – Fiscal Services, the Director of External Services provides direct assistance to Butte County Local Educational Agencies (LEA’s) in all areas of school finance including, but not limited to, budgets, accounting, financial reports, LCAP and state report such as AB1200/AB2756 compliance. The Director of External Services serves as the Chief Business Officer (CBO) for specified school districts which includes managing compliance with a variety of laws, rules and regulations related to fiscal issues as well as maintaining appropriate business functions and accounting systems to facilitate budget control and efficient data recall for processing all local, state and federal reports and projects. The Director of External Services supervises support staff who provide direct assistance to LEAs. Additionally, the Director provides general knowledge and serves as a resource to the Fiscal Department and is responsible for department administration in the absence of the Executive Director – Fiscal Services.

ESSENTIAL FUNCTIONS (May include, but is not limited to the following)

  1. Oversee completion of all local, state and federal financial reports for assigned direct service districts
  2. Responsible for direct assistance to Butte County LEA’s in all areas of school finance, including but not limited to, budgets, accounting and financial and state reporting
  3. Coordinate review of external LEA audit reports and assist with the resolution of audit findings and exceptions
  4. Assist LEAs with auditor selection process while submitting all related data to California Department of
  5. Monitor and review financial conditions of LEAs and report to the Executive Director – Fiscal Services
  6. Provide regional technical support to LEAs
  7. Facilitate open forum in the form of the Business Advisory Group (BAG) for LEAs to gather and discuss pertinent issues in school finance
  8. Oversee regulatory review including, but not limited, to the Local Control Accountability Plan (LCAP). This will include document review, discussions with districts and any documentation needed to adhere to rules outlined in Education Code
  9. Final review on all AB1200/AB2756 submissions including, but not limited to, any required follow up
  10. Collect and reconcile LEA data to ensure accuracy and compliance with CDE, including but not limited to Local Control Funding Formula (LCFF) calculations
  11. When absent, stand in for Executive Director – Fiscal Services
  12. Supervise LEA Services personnel and ensure maximum staff utilization
  13. Provide additional training and one-on-one support to LEA Services Staff as needed
  14. Provide additional training and one-on-one support to district Chief Business Officials
  15. Work with other staff to plan and maintain business systems in the area of budgeting and accounting
  16. Provide analytic support for LEAs in collective bargaining negotiations
  17. Assist with financial software implementation
  18. Provide entrepreneurial program support to managers who are developing new funding models
  19. Work with Charter Schools to help maintain an open line of communication while being cognizant of ways in which BCOE may be able to provide oversight/business services
  20. Maintain positive working relationship with Charter Schools
  21. Perform other duties as assigned

Experience and Training:

  1. Professional level work experience in accounting and finance for a minimum of three (3) years
  2. Four-year degree or higher in Business Accounting, Finance or related field. Possession of a MBA, CPA or CMA preferred
  3. Demonstrated experience in school mandated regulatory review processes (e.g., LCAP, AB1200, AB2756, ) highly desirable
  4. Experience with accounting software for a minimum of three (3) years
  5. Minimum one (1) year of supervisory responsibilities
  6. Demonstrated possession of a background in California public school accounting/finance procedures/requirements

Hiring Requirements: Background Checks

Minimum Salary: 388.70 Day                            Maximum Salary: 496.09 Day

Pay Comments: DOE (Depends on Experience)
