The Del Norte Resource Conservation District is seeking applications for a highly motivated self-directed enthusiastic District Office Manager to oversee all aspects of District operations under the direction of the Board of Directors. This is a permanent part-time position (20 hours per week).
Background and Summary
The Del Norte County Resource Conservation District (RCD) is a special district committed to providing non-regulatory leadership for the protection, restoration, and/or development of land, water and related natural resources of Del Norte County. Ongoing projects promote natural resource conservation in relation to farming and ranching operations and rural and urban landowners. The RCD is entirely grant funded with programs focusing on habitat restoration, water quality protection, water conservation and education for county residents including youth.
The District Office Manager reports to a 7-member Board of Directors (Board) and assists the Board in the development and execution of District programs and policies. The RCD Board and District Office Manager work closely with the United States Department of Agriculture’s Natural Resource Conservation Service (NRCS).
Duties and Responsibilities include:
Prepare, post and distribute monthly meeting agenda’s.
Attend, take minutes and participate at monthly Board meetings.
Prepare monthly financial reports and annual budgets.
Maintain all RCD files in accordance with California law (filings with State Controllers Office).
Maintain and update the RCD website, Facebook page and marketing materials.
Work with Board, landowners, contractors and agency personnel on implementing/monitoring conservation projects.
Prepare and maintain future project proposals and grants (Work with NRCS staff, non-profits, etc.).
Complete and submit all grant invoices and reports.
Communicate and document project work and status for Board members, agencies (federal, state, local) and others.
Maintain communication with the public and serve as liaison between the public and the Board.
Participate in community outreach as directed by the Board.
Skills and Qualifications:
Undergraduate degree in Resource Management, Natural or Applied Science, Public or Business Administration or equivalent education and experience.
Experience in administration, planning, budgeting, grant and fiscal management.
Excellent verbal and written communication skills including ability to develop comprehensive reports, correspondence and other written materials.
Operation of a variety of office machines and equipment including computer, printer, copier, calculator, scanner and other equipment.
Ability to coordinate multiple project activities amongst a variety of stakeholders, agencies and community members.
Experience working with special districts, non-profits organizations, government agencies, landowners and the general public. Ability to establish and maintain cooperative and effective working relationships
with these groups.
Ability to complete assignments with minimal supervision.
Experience with Word, Excel, QuickBooks and other computer programs as needed.
Valid California driver’s license.
This is a permanent part-time position (20 hours per week). Job related reimbursable travel is required occasionally. Valid California driver’s license and proof of insurance is required.
