Restpadd is a 16 bed inpatient psychiatric health facility with two locations in Redding and Red Bluff for acute treatment of adult and adolescent patients experiencing a mental health crisis. The facilities offer treatment of patients from all over northern California and provides a much needed resource to the community.


Provides a wide range of HR support and advice to our management teams at all Restpadd locations. Managing employee relations, HR laws and best practices, recruitments, terminations and benefit management while facilitating a positive relationship between personnel and senior management for all locations.


  • Implement and administer employee policies as dictated by Employee HR Handbook
  • Provide high-quality advice and service to management on daily employee relations and performance management issues
  • Overseeing recruitment, selection, and the onboarding processes
  • Assist employees with enrollment employees into health benefits
  • Assist employees in understanding all company benefits
  • Maintain personnel files for all locations
  • Maintain policies and procedure standards to ensure compliance with CA employment laws. Ensuring that a company’s procedures comply with employment regulations
  • Maintain and update Employee Handbook as needed
  • Manage workers comp claims and related reporting
  • Manage annual benefit open enrollment process
  • Workers Compensation Claims and annual OSHA report
  • Managing a company’s appraisal system and conducting appraisal meetings
  • Monitoring various aspects of an employee’s performance, such as attendance and sick leave
  • Accessing the need for training and then designing and implementing training programs accordingly
  • Handling any disciplinary processes and formal grievances
  • Setting and reviewing pay structures and employee perks and benefits


· Ability to maintain strict confidentiality

· Extensive knowledge of Federal and state of CA labor laws, wage and hour laws, work comp

· Strong ability to work with minimal supervision

· Knowledge of the relevant computer systems and software programs including OnePoint software (training provided if not familiar with OnePoint)

· Proficient knowledge of Excel, Word, Microsoft Office

· Ability to read, analyze and interpret periodicals, professional journals and government regulations related to HR and payroll

· Familiarity with various insurance benefits and vendors (BS, BC, dental, vision, 401K, etc.)

· Adept at communicating with management teams – answering questions, giving solid HR advice

· Strong leadership skills to guide an HR team, support and motivate staff

· Excellent communication skills, including the ability to listen and effectively verbalize ideas

· Ability to establish and maintain effective working relationships

· Ability to be highly efficient, organized and accurate in work

· Ability to exercise initiative, judgement and decision-making skills.

. Ability to remain calm in stressful situations including during disciplinary hearings or staff conflicts

. Solid ethics and morals and sound judgement


· · Bachelor’s degree in Human Resources or closely related field (Preferred)

· A valid California driver’s license

· Ability to pass Federal Background check

· Ability to pass physical and drug testing

. Must be willing to receive a COVID vaccine, or waiver


· STANDING/WALKING: Up to 20% if the workday is spent standing/walking.

· SITTING: Up to 90% of the workday may be spent sitting answering the telephone, calling out and referrals.

· LIFTING: Lifting may include up to 25 lbs. Up to 2 of the day involves lifting requiring full range of motion.

· CARRYING: Up to 15% of the workday might be carrying objects weighing up to 10 lbs.

· PUSHING/PULLING: Up to 5% of the day may require pushing or pulling.

· CLIMBING: Up to 5% of the day may include climbing one flight of stairs.

· STOOPING/KNEELING: Up to 5% of the workday may be spend stooping or kneeling to open drawers and gather equipment.

· BENDING/CROUCHING: Up to 25% of workday may be spent bending at the waist.

· REACHING/STRETCHING: Up to 5% of the workday may require reaching and stretching.

· HAND/WRIST: Up to 50% of the workday is spent using normal movement of hands and wrists holding supplies.

· FINGERING: 90% of the workday involves using a computer keyboard.

· FEELING: Normal tactile feeling is required to perform all job duties.

· TWISTING: Up to 5% of the day may be required in retrieving supplies or equipment.

· TALKING: Average ability is required in communicating with patients, staff and outside agencies.

· HEARING: Average hearing ability is required to answer the telephone and perform all job duties.

· SEEING: Average ability is required to read and follow instructions and assisting clinical team.’
