SALARY: $47.23 – $57.41 Hourly | $3,778.40 – $4,592.80 Biweekly
IDEAL CANDIDATE:
The County of Tehama is seeking an experienced Information Systems Manager who has the technological skills to make us even more efficient. This person will provide professional assistance to the Board of Supervisors, Chief Administrator and department management on information system issues.
In addition, this position is responsible for providing analysis of informational systems and projects, evaluating alternatives and making recommendations to the Board of Supervisors, Chief Administrator, IT Committee and/or County departments taking into consideration the impact to County-wide systems.
The ideal candidate has extensive knowledge of network maintenance, experience as a manager, and advanced industry knowledge to keep us on the cutting edge. The Information Systems Manager will have an immediate impact on the day-to-day efficiency of our operations and a long-term impact on our overall growth.
Examples of Duties
- Oversee the development and implementation of technological programs, projects, functions, services, goals, systems, and activities for departments ensuring timely resolution of related issues, conflicts, and discrepancies.
- Work closely with the Board of Supervisors, Chief Administrator and County departments in developing and implementing County standards, programs, and systems.
- Respond to department inquiries concerning technological needs; interpret technological standards, requirements,programs and systems to enhance the effectiveness and efficiency of County operations.
- Research and analyze new technologies to identify opportunities to enhance County operations and meet technologyneeds; recommend or initiate system, hardware and application purchases, upgrades and installations as appropriate;coordinate related purchasing activities with outside agencies as required; negotiate and maintain related contractsas required.
- Recommend priorities of IT related projects, policies, and needs to the County Board of Supervisors, Chief Administrator, Department Heads and/or IT Committee.
Knowledge of:
- Administrative principles and methods, including goal setting, policy and procedure development, and program and budget development and administration.
- Principles, practices and methods of computer programming, systems analysis and the development of new computer applications.
- Design, installation and maintenance of enterprise, network distributed, client/server and desktop computer systems.
Ability to:
- Understand highly complex information technology systems and issues, analyzing problems, and evaluating alternative solutions, and implementing effective courses of action.
- Develop, implement, and interpret goals, objective, policies, procedures, and work standards.
- Communicate technical information effectively to a wide variety of users, including County departmental staff, the Board of Supervisors, IT professionals, and vendors and contractors in order to foster consensus and understanding.
Education, Experience & Licenses
Any combination of training and experience which would provide the required knowledge, skills and abilities is qualifying. Atypical way to obtain the required qualifications would be:
- Equivalent to the completion of twelfth (12th) grade.
- Graduation from an accredited college or university with a Bachelor’s degree in Computer Science, Management Information Systems, Computer Engineering or closely related field.
- Five (5) years of increasingly responsible experience in an Information Systems environment, preferably in a publicagency setting.
- Two years of management or supervisory experience is desirable.
- Other combinations of education and experience may be considered.
License & Special Requirements:
- Requires a valid California driver’s license.
Certification in following areas preferred: Certified Information Systems Security Professional (CISSP), Global Information Assurance Certification (GIAC), Certified Security Compliance Specialist (CSCS), Information Technology Infrastructure Library (ITIL) Foundation Certification, ITIL Service Manager, Healthcare Information Security and Privacy Practitioner(HCISPP), CompTia A+ Certificate, Cisco Certified Network Associate (CCNA), Microsoft Certified Systems Administrator(MCSA) Certificate, Microsoft Certified Solutions Developer (MCSD) for .NET, Certified in the Governance of Enterprise IT(CGEIT) or comparable certification in an IT area or a Professional in Project Management (PMP).
